Then explain the vision.
Acts 16:6 Now when they had gone throughout Phrygia and the region of Galatia, and were forbidden of the Holy Ghost to preach the word in Asia,
7 After they were come to Mysia, they assayed to go into Bithynia: but the Spirit suffered them not.
8 And they passing by Mysia came down to Troas.
9 And a vision appeared to Paul in the night; There stood a man of Macedonia, and prayed him, saying, Come over into Macedonia, and help us.
10 And after he had seen the vision, immediately we endeavoured to go into Macedonia, assuredly gathering that the Lord had called us for to preach the gospel unto them.
Romans 3:11 is true because no one "can" seek after God to find Him but that is why the Father has to draw them unto the Son to give them unto the Son to save them.
John 6:37 All that the Father giveth me shall come to me; and him that cometh to me I will in no wise cast out.
38 For I came down from heaven, not to do mine own will, but the will of him that sent me.
39 And this is the Father's will which hath sent me, that of all which he hath given me I should lose nothing, but should raise it up again at the last day.
40 And this is the will of him that sent me, that every one which seeth the Son, and believeth on him, may have everlasting life: and I will raise him up at the last day...
....44 No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.
I am sure there are a lot of seekers that seek God, or something, but the Father knows who will receive His Son from those that would not for why He would hide the truth from the prudent and yet reveal unto the babes.
Matthew 11:25 At that time Jesus answered and said, I thank thee,
O Father, Lord of heaven and earth, because thou hast hid these things from the wise and prudent, and hast revealed them unto babes.
26 Even so, Father: for so it seemed good in thy sight.
27 All things are delivered unto me of my Father: and no man knoweth the Son, but the Father; neither knoweth any man the Father,
save the Son, and he to whomsoever the Son will reveal him.
It is like understanding parables as the Father enables the seeker to see the truth so they can believe in His Son to be saved just as He gives them ears to hear and eyes to see in understanding parables.
Matthew 13:13 Therefore speak I to them in parables: because they seeing see not; and hearing they hear not, neither do they understand.
14 And in them is fulfilled the prophecy of Esaias, which saith, By hearing ye shall hear, and shall not understand; and seeing ye shall see, and shall not perceive:
15 For this people's heart is waxed gross, and their ears are dull of hearing, and their eyes they have closed; lest at any time they should see with their eyes and hear with their ears, and should understand with their heart, and should be converted, and I should heal them.
16 But blessed are your eyes, for they see: and your ears, for they hear.
17 For verily I say unto you, That many prophets and righteous men have desired to see those things which ye see, and have not seen them; and to hear those things which ye hear, and have not heard them.
So regardless of the promise that all those that seek, shall find, only the Father can draw them unto the Son to believe in Him for them to be saved thus by the grace of God we believe in Jesus Christ.
