Acts 2.38 is not the plan of salvation?

Acts 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
(MY NOTE: Only believing Jews receive the GIFT of the Holy Spirit at the 1st post resurrection Pentecost)

Acts 10:
44 While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
(MY NOTE: Its years later at Cornelius house where gentiles receive the GIFT of Christ/Gods eternal indwelling Holy Spirit)

45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
(MY NOTE: the Jews are astonished that God has granted/called out gentiles (void of Mosaic covenant seals) the GIFT of Christ/Gods eternal indwelling Holy Spirit)

Rom 11:29 For the gifts and calling of God are without repentance.
(MY NOTE: The Eternal life giving Holy Spirit is an irrevocable GIFT/calling out given by a trustworthy God. Thru Faith placed in Jesus sin atoning death & resurrection

At Pentecost the Jew are told to repent from their unbelief, that Jesus was in fact the long promised Messiah/Redeemer. Then be water baptized to receive Christ/God's eternal salvation sealing Holy Spirit.

At the gentile Cornelius house the gentiles were baptized 1st by faith with/by Christ/God's the eternal soul saving Holy Spirit. Then they get water baptized AFTER they've already received Christ/God's GIFT of the Holy Spirit.

2 Tim 1:14 The Holy Spirit who dwells within us, guard the good deposit entrusted to you
(NOTE: The Holy Spirit dwelling within us. Is God's deposit & guards us until the day of redemption. Also see Ehp 4:30 below. Redemption day when our corruptible bodies are changed to the incorruptible)

2 Cor 5:5 God, who also hath given unto us the "earnest" of the Spirit
(NOTE: God's Holy Spirit dwelling within us is the earnest. Earnest translated from the Greek word: arrabon. Also means a pledge/promise)

Eph1:14 Which is the "earnest" of our inheritance until the redemption of the purchased possession
(NOTE: God's Holy Spirit dwelling within us is the earnest/pledge. That God has made to the believer. Soon Christ will redeem what he purchased on the cross)

2 Cor 1:22 Who hath also "sealed us" & "given the earnest" of the Holy Spirit in our hearts
(NOTE: God has placed His Holy Spirit in the believers heart. As a pledge & a SEAL until the soon coming day of our redemption)

Eph 1:13 salvation: in whom also after that ye believed, ye were "sealed" with that holy Spirit of promise,
(NOTE: As soon as we believed. God seals the believer with a promise/guard/pledge, His Holy Spirit).

Eph 4:30 grieve not the holy Spirit of God, whereby ye are "sealed" unto the day of redemption
(NOTE: Believers are eternally SEALED with God's Holy Spirit. It's a trust worthy, unmovable, promise & a guard that soon Christ will come for us) AMEN & Amen!

This is the question asked and your reply
So what !!
Where does scripture state that salvation is for the Jews only??
John 4:22

“Ye worship ye know not what: we know what we worship: for salvation is of the Jews.” The gentiles are granted later.
One more time, Does the verse say of the Jews or for the Jews? Although you choose not to answer the direct question , the answer is provided by the Scripture its self.

1. Are we saved when we confess the Lord Jesus and put our complete faith trust and rest in HIM? Yes.

2. Are we being saved from that point forward? Yes, sanctified day by day.

3. Will we be saved at HIS coming? Yes, eternally, redeemed, glorified.

If 1, 2, and 3 are true, and you aren't immersed in a body of water, are you still saved? "For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: Not of works, lest any man should boast." Ephesians 2:8-9.

Then why are people who go from one congregation to another get immersed in water at their new congregation? Are they being saved again? Reborn - again? Is their testimony not enough? Is what is in their heart not enough?

Untrue - incorrect reading of scriptures leading to false doctrines.
Who is a believer??
Jesus defines believers specifically as
Mark 16:15 And he said to them, “Go into all the world and preach the gospel to the whole creation. 16 He who believes and is baptized will be saved; but he who does not believe will be condemned.
17 And these signs will accompany those who believe: in my name they will cast out demons; they will speak in new tongues;
18 they will pick up serpents, and if they drink any deadly thing, it will not hurt them; they will lay their hands on the sick, and they will recover.”
19 So then the Lord Jesus, after he had spoken to them, was taken up into heaven, and sat down at the right hand of God.
20 And they went forth and preached everywhere, while the Lord worked with them and confirmed the message by the signs that attended it. Amen.

Still happening today all over the world - starts with Acts 2:38 >> salvation by believing and putting into action the word of God.

The diciples preach EVERYWHERE But not to EVERYONE . Not until after Acts 11 . So picking Acts 2 is folly . Its transitioning all the way up to Acts 15 . Thats why you don't see the formula of Acts 2 repeated later . What happens is people read backwards from the understanding we have from the epistles.

Yes there are components to our salvation. And our 'salvation 'is not complete in the sense of we have not received the adoption yet . Rom 8 .2 3 .
Today a person receives the Holy spirit according to eph 1.13
13¶In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,

In a democracy you have the freedom to be wrong and to stay wrong. It is only at the end of this age that those who are wrong will be revealed.

//// Peter is saying because you've been forgiven, because of your repentance and faith, because you have been regenerated, therefore be baptised as an outward physical sign of your inward spiritual regeneration.//// Where are you getting this from ? It doesn't say any of that ? Look again .
37¶Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do?

38¶Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Does it say any of what you Just said? No . So why are you adding to what it actually says ?
It says what it means and means what it says .look again .

Adding nothing to it , what does it say ? it says ...

Do you see it ?
Where did Peter say they were regenerated, forgiven, or that they had repented?

It just says they were pricked in thier heart. They were told they killed their Jewish messiah. The group is addressed here . They don't ask " what must WE DO to be SAVED ..For Israel they need to do What Peter tells them . This is not a general message to gentiles. No gentiles are in the picture until many years after this .
In you understanding who are those who are "afar off"?

For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call (Acts 2:39)

Obviously they needed to repent, of crucifying their messiah. This is what Peter just spent his long speech telling them about ..Who Jesus was . But he told them they needed to be water baptised to recieve the Holy Spirit . This is not the plan for salvation today. This WAS what WAS commanded for Israel. This is a transitional book .
Does Peter say water baptized

Repent: change your mind and the way you think; turn from the destruction in your life and turn to God who loves you for the forgiveness and salvation; for grace and mercy.

Believe: put your faith trust and rest in the Lord Jesus Christ.

Baptized: born again from above by the power of God the Holy Spirit; regenerated.

A man who surrenders to the Lord, calls out HIS name and confesses HIM as Lord and believes in his heart that God raised HIM from the dead, whether on the battlefield, in a prison cell, in a desert clime, on his death bed, etc., unable to be immersed in water, he is reborn by the power of the Holy Spirit and made new, regenerated, made a child of the living God, an heir to HIS heavenly kingdom. "For by grace you have been saved through faith, and that not of yourselves; it is the gift of God, not of works, lest anyone should boast." Ephesians 2:8-9.

Great answer...hits the nail right on the head...and Ephesians speaks to Salvation as the gift of God not "faith'" as some interpret. So key to what Peter is saying is the idea that unbelievers must change their mind )meteneo - repent) and that having dome that we need to be baptized (immersed) INTO (nor in as we understand it today) the name of the Lord Jesus Christ for the remission of sins....a key here is what the Hebrew speaker and Hebrew hearers understood not how we interpret it now. The word NAME to Peter and his audience does not mean like when we say Joe or Ieesha or Pavel,,,it speaks of His "Shem", who He is, His power, His authority, like when we say "Stop in the name of the Law" that person is as the Law itself and has the Power and Authority of that Law...it is the reputation and status of the Law and so it is with Christ INTO WHOM we are immersed by which we THEN receive the gift (promised - Luke 24:49) of the Father, which is the Holy Spirit .

And as John tells us in John 1:12 " 12 But as many as received Him, to them gave he power to become the sons of God, even to them that believe on his name

Just curious... how many kinds of baptism do you think there are?
There is 'John's Baptism' Mar_11:30 The baptism of John, was it from heaven, or of men? answer me.

Was this baptism of Jesus of water?
Mat_20:23 And he saith unto them, Ye shall drink indeed of my cup, and be baptized with the baptism that I am baptized with: but to sit on my right hand, and on my left, is not mine to give, but it shall be given to them for whom it is prepared of my Father.

Holy Ghost
Act_1:5 For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.

Personally I believe we should be baptized in water if at all possible dunked in a river. Along with the Baptism of the Holy Ghost.

We were told here in the threads Peters said 'water baptized' did he ? We ALL, including self, need to read what is written.

John baptism was water (for repentance).
The baptism of the Holy Ghost is separate from water, so Acts 2:38; is indicating something before you receive the Holy Ghost.

Baptism in Matt 20:23; seems to be for the disciples, not necessarily all believers. (martyrdom)
This isn't water or the Holy Spirit, but rather death.

So if there are only two baptisms....
Water and the Holy Spirit... and Peter says you have to one before you do the other (Holy Spirit). Then it would seem water is inferred here.

Yet Acts 2 is where we read the interduction of the baptism of the Holy Ghost.

Agreed, so what is the point?

John 7:39; But this He spoke of the Spirit, whom those who believed in Him were to receive; for the Spirit was not yet given, because Jesus was not yet glorified.

John 16:7; "But I tell you the truth, it is to your advantage that I go away; for if I do not go away, the Helper will not come to you; but if I go, I will send Him to you.

Acts 1:5; for John baptized with water, but you will be baptized with the Holy Spirit not many days from now."

Seems to me Acts 2 is about the baptism of the Holy Ghost.. .Just some thought that go across my mind sometimes.

(AMPC) And Peter answered them, Repent (change your views and purpose to accept the will of God in your inner selves instead of rejecting it) and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of and release from your sins; and you shall receive the gift of the Holy Spirit.

The way I read all of these translations is... if you do A and B, then you will receive C.
If you repent and get baptized (in water) then you will receive the Holy Spirit.

Luke 11:13; "If you then, being evil, know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask Him?"
Acts 5:32; "And we are witnesses of these things; and so is the Holy Spirit, whom God has given to those who obey Him."

If we look at all 5 "baptism in the Holy Spirit" incidents in Acts everyone group of people was baptized in water. At least 3 of the groups were baptized in water before receiving the baptism of the Holy Spirit.
Cornelius was baptized in water after receiving the Holy Spirit. We don't know if Paul was baptized in water before or after, but we do know he was baptized. ( Acts 9:18; )
