Acts 2.38 is not the plan of salvation?

that is Acts 2:38 in a letter to the Spirit-filled church of saints at Ephesus where the believers were disciples in accord with Mark 16:15-20.
Paul was not writing to any church that was not Pentecostal. One church, one gospel, one way, one faith, one Spirit.
ALL Christians in the NT church were baptised in water and baptised in the Holy Spirit and ALL could pray in tongues.

Then why in the 29 conversion accounts in Acts , do we only see tongues a few times and not ALL ?

Well i see this happening over here in this order , it doesn't matter who he's speaking to , or when , and when later I look over here im going to assume its the same even though the words are different, the audience different and the context is different im going to stick to my presupposition regardless because God must do things exactly the same in the exact same way to fit what I believe.

Yes still happening today -
people get witnessed to, they get to read the scriptures including Acts 2:28-39 and the repent, they get baptised in water for the forgiveness of their past sins, they pray to receive the baptism of the Holy Spirit,
and they speak in tongues as the evidence of such. Sometimes the baptisms are the other way around; first Spirit then water, but the end result is faith according to scripture.
Acts 2:28 is still alive and doing well - especially in third world countries and in communist regimes.

I believe what is happening is ' confusion ' . People are saved when they believe. 1 cor 1.21 . I too began my early Christian walk after I was saved attending some pentancostal churches. I ve seen the confusion. Everyone's testimony gets ' tweaked ' just slightly to fit the beliefs. I believe people are saved but then get swept into certain teachings which then confuse .People are saved by faith today . All the ' Stuff ' around that is unfalsafiable but can be ' generated ' by them selves , because of the expectation . What happened in Acts ( 29 different conversion accounts in a transitional period ) gets mushed together to try create what people think should be the same today.
Many follow the patten of Acts 2.38 and are not saved ,because look at the message . No ' faith ' , no ' believe ' ' ,no died for your sins ' ect .

Because things different are not the same . Sure I realise some teach the bible in generalities , over arching terms , themes , topics , Liberally and with broad strokes.

The Word of God doesn't change, nor does the Lord our God: "Jesus Christ is the same yesterday and today and forever." Hebrews 13:8; "Forever, O Lord, your word is firmly fixed in the heavens." Psalm 119:89; "The grass withers, the flower fades, but the word of our God will stand forever." Isaiah 40:8; "Heaven and earth will pass away, but my words will not pass away." Matthew 24:35.

The eternal plan of salvation is unchanged: "For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, not a result of works, so that no one may boast." Ephesians 2:8-9.

I would say a person can believe and recieve Jesus whilst rock climbing, skydiving or canoeing. And sure whilst being baptised i guess . But usually if a person is being baptised its because he already believes and has the Holy Spirit . But sure maybe its happened to someone before.

I guess the main difference between us is our interpretation of "BAPTIZED ".

You seem compelled to associate it with water and the Holy Spirit and I just associate it with the Holy Spirit .

But, of course, as usual, I may be wrong.

Anyway, as long as one is infused with God, what does it matter how or when, as long as it happens!

What do I make of verse 10? TETELESTAI. God chose Israel, then commanded Israel, then provoked Israel, then partially blinded Israel, all with one unchanging purpose, which was this: be a light unto the nations to show there is a God of salvation available to the faithful. I see the seamless work of God throughout the Bible to save any that put their faith in HIM - both for Israel and all other ethnicities. It's been God's plan from the beginning. You don't see that?

Yes I see that Jesus comes for Israel, they reject him , then the focus switches to Gentiles after Acts 7 . Now its Jews and gentiles in one body. Acts 2.38 is a command to Israel ,as it clearly says .

All of this and more is addressed to Christian disciples who believed in Acts 2:38 and acted upon it to become pentecostal churches of the Roman Empire.
It is to these churches that Paul and the apostles are writing their epistles to - when they refer to the gospel and receiving the Spirit through faith they are presuming that all have done so in accordance with Acts 2:38.
They are most definitely not selling another gospel.
