Actually it's not. Katargeo is used of prophecy and knowledge. Pauo is used for tongues. But, as I said, katargeo is in the passive voice when used of prophecy and knowledge. The passive voice indicates that something is going to cause them to cease. Pauo, used of tongues, is in the middle voice which means it will cease of its own accord

There are no more unbelievers?

The context was unbelieving Israel.

11 For with stammering lips and another tongue will he speak to this people.
12 To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear.
13 But the word of the LORD was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken.
14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem. (Isa. 28:11-14 KJV)


Pure speculation and hog-wash, besides "the perfect" didn't come in 70ad either.

It's not speculation. Just look at the context. What was in part? Prophecy and knowledge. When the completion comes that which is in part shall be done away with. What was the completion? Obviously it would be the completion of that which was in part, prophecy and knowledge. What was the prophecy and knowledge about? The Gospel.

At the point that Paul wrote Corinthians he didn't have the complete message from God. However, by the end of his ministry he did have the full message. Addressing the Ephesian Elders he said,

25 And now, behold, I know that ye all, among whom I have gone preaching the kingdom of God, shall see my face no more.
26 Wherefore I take you to record this day, that I am pure from the blood of all men.
27 For I have not shunned to declare unto you all the counsel of God. (Acts 20:25-27 KJV)


Jude told his readers,

Beloved, when I gave all diligence to write unto you of the common salvation, it was needful for me to write unto you, and exhort you that ye should earnestly contend for the faith which was once delivered unto the saints. (Jude 1:3 KJV)

We can see by this time that the faith was complete. God's message was complete. The prophecy and knowledge that was in part was no longer necessary as the completion had come.
