the bible says that God created the heavens and the earth in six days, about six thousand years ago.
but when it says "heavens", in this instance, i think it refers only to the spacial realm surrounding the earth... and not to the "third heaven", the eternal throne of God, where angels live.
i think the heaven where God lives was probably created eons and eons ago, and satan and the angels may have been created eons ago as well.
as for the fall of satan... could it have been around the same time that God decided to create the world? i think so. i would venture to guess that the two events are not entirely separate in nature. maybe the fall of satan gave God the perfect opportunity to create the earth, or maybe the creation of the earth gave satan the perfect opportunity to rebel against God. or maybe the two events are not related at all.
but we can say two things for sure: 1) satan had already fallen after he spoke through the snake in the garden of eden, and 2) satan still had accessed to the throne of God in heaven when Job was living. (because satan goes up into heaven (the third heaven, i believe) and talks to God about Job)
so... has Satan been kicked out of heaven by the time the book of Job was written? I dont think so, but he was already fallen, thats for sure.
maybe satan got kicked out of heaven when Jesus said "it is finished" on the cross?
i dont know. but, to reply to the question about satan's rule on earth.... i think its obvious that God has always been the ultimate ruler of earth.
but, in a human sense, satan has ruled earth since the fall of adam and eve and will continue to rule the earth until Jesus returns. at least, he rules the unsaved (the majority).

I think it's important when talking about our theories that we do not state them as fact.
That being said, I have heard of your theory about a prior earth before. In fact, one of my favorite preachers believes in that theory (a prior earth that Satan ruled). But I do not. I think it's pretty clear that the verse from Peter is talking about Noahs flood that destroyed the whole world. And I think it is obvious that in order to take God's throne, one would have to ascend, no matter how high in heaven they might be, God's throne would still be higher.
But anyway, I am a conservative fundamentalist who believes in taking the inerrant Word of God literally. However, some of The Word is figurative. For example, "the world" generally refers to the population of unbelievers, and not to the earth itself. Etc etc.
