I fully agree,however if it was done for a specific purpose that

in using the words "create evil" in the translation.
Strong's Hebrew 7451--ra' =adjective-bad, evil
It's a tough one to peg down because in Hebrew context is so important
On one end of the spectrum it means evil and on the other end it can mean discomfort.
We may have to wait until we can ask either Isaiah or Jesus.
