Baptism in the Holy Spirit, and Baptism in water are clearly two different things.
Acts 2:38; Peter said to them, "Repent, and each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you will receive the gift of the Holy Spirit.
Acts 8:14; Now when the apostles in Jerusalem heard that Samaria had received the word of God, they sent them Peter and John,
Acts 8:15; who came down and prayed for them that they might receive the Holy Spirit.
Acts 8:16; For He had not yet fallen upon any of them; they had simply been baptized in the name of the Lord Jesus.
Acts 8:17; Then they began laying their hands on them, and they were receiving the Holy Spirit.
Acts 10:44; While Peter was still speaking these words, the Holy Spirit fell upon all those who were listening to the message.
Acts 10:45; All the circumcised believers who came with Peter were amazed, because the gift of the Holy Spirit had been poured out on the Gentiles also.
Acts 10:46; For they were hearing them speaking with tongues and exalting God. Then Peter answered,
Acts 10:47; "Surely no one can refuse the water for these to be baptized who have received the Holy Spirit just as we did, can he?"
Acts 10:48; And he ordered them to be baptized in the name of Jesus Christ. Then they asked him to stay on for a few days.
Acts 19:2; He said to them, "Did you receive the Holy Spirit when you believed?" And they said to him, "No, we have not even heard whether there is a Holy Spirit."
Acts 19:3; And he said, "Into what then were you baptized?" And they said, "Into John's baptism."
Acts 19:4; Paul said, "John baptized with the baptism of repentance, telling the people to believe in Him who was coming after him, that is, in Jesus."
Acts 19:5; When they heard this, they were baptized in the name of the Lord Jesus.
Acts 19:6; And when Paul had laid his hands upon them, the Holy Spirit came on them, and they began speaking with tongues and prophesying.
Matt 3:11; "As for me, I baptize you with water for repentance, but He who is coming after me is mightier than I, and I am not fit to remove His sandals; He will baptize you with the Holy Spirit and fire.
Luke 3:16; John answered and said to them all, "As for me, I baptize you with water; but One is coming who is mightier than I, and I am not fit to untie the thong of His sandals; He will baptize you with the Holy Spirit and fire
Acts 1:5; for John baptized with water, but you will be baptized with the Holy Spirit not many days from now."
Paul mentions baptism in 5 of his letters to the Gentiles. Paul himself baptized a number of people.
Rom_6:3 Or do you not know that all of us who have been baptized into Christ Jesus have been baptized into His death?
1Cor 1:13 Has Christ been divided? Paul was not crucified for you, was he? Or were you baptized in the name of Paul?
1Cor 1:14 I thank God that I baptized none of you except Crispus and Gaius,
1Cor 1:15 so that no one would say you were baptized in my name.
1Cor 1:16 Now I did baptize also the household of Stephanas; beyond that, I do not know whether I baptized any other.
1Cor 10:2 and all were baptized into Moses in the cloud and in the sea;
1Cor 15:29 Otherwise, what will those do who are baptized for the dead? If the dead are not raised at all, why then are they baptized for them?
Gal 3:27 For all of you who were baptized into Christ have clothed yourselves with Christ.
Rom 6:4 Therefore we have been buried with Him through baptism into death, so that as Christ was raised from the dead through the glory of the Father, so we too might walk in newness of life.
Eph 4:5 one Lord, one faith, one baptism,
Col 2:12 having been buried with Him in baptism, in which you were also raised up with Him through faith in the working of God, who raised Him from the dead.
1Cor 12:7; But to each one is given the manifestation of the Spirit for the common good.
1Cor 12:8; For to one is given the word of wisdom through the Spirit, and to another the word of knowledge according to the same Spirit;
1Cor 12:9; to another faith by the same Spirit, and to another gifts of healing by the one Spirit,
1Cor 12:10; and to another the effecting of miracles, and to another prophecy, and to another the distinguishing of spirits, to another various kinds of tongues, and to another the interpretation of tongues.
1Cor 12:11; But one and the same Spirit works all these things, distributing to each one individually just as He wills.
1Cor 12:13; For by one Spirit we were all baptized into one body, whether Jews or Greeks, whether slaves or free, and we were all made to drink of one Spirit.
Peter also mentions baptism.
1Pet 3:21; Corresponding to that, baptism now saves you—not the removal of dirt from the flesh, but an appeal to God for a good conscience—through the resurrection of Jesus Christ,
Not that it matters all that much, but Paul wrote all his books well before Acts was written. In fact likely before the Gospels were written.
