They had to believe he was Christ, the Son of God. To enter the millennial kingdom on earth they had to be believing, and keep the law, and be profitable. If they weren't profitable they would be cast into outer darkness, and be denied a place in the kingdom.
Outer darkness is not hell.
There will be "WEEPING and gnashing of teeth" in those in outer darkness.
