Revelation 13:11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
The big question is, "What is the origin of the two and ten horned beast?"
The reformers who developed 'The Revived Roman Empire theory' were convinced that Rome, who was a beast of sorts in times past, would also emerge in the end-times as the two horned beast. The RRE theory teaches that the ten horns are ten nations coming from the EU. This is what's predominately taught by most Protestants.
The Reformers stigmatized Rome as the 'end-time beast' because it was responsible for the crucifixion of Christ, the persecution of Christians, and the destruction of the temple all in the first century, only to persecute people even more during the Reformation. Most of the atrocities during that time was committed by the political factions of Rome, not Papal Rome.

This passage doesn't imply the entire planet will receive a mark but only those under the authority of and within the kingdom of the false prophet. The forehead and the right hand have significance in Islam. They wear turbans. The harlot of Revelation 17 has Babylon the Great written on her forehead.
