29 conversion accounts in the book of Acts .
Sometimes there's laying on of hands .
Sometimes its baptism included, sometimes not .
Sometimes tongues, sometimes not .
Sometimes repentence, sometimes just 'believe '.
Why do some say Acts 2.38 is the plan of salvation for today ? Why pick any of the 29 conversion accounts and claim that for todays doctrines .
Acts is a transitional book .

The book of Acts is history and gives accounts of many individual stories.
Having established the template for Christian salvation in five major accounts there was no need by Luke to record the minutia details of all 29 conversion accounts (I have not as yet checked your number claimed).
So for example with Paul's conversion emphasises water baptism, but with no reference to speaking in tongues. But later in the epistles Paul makes it very clear to us that he does indeed speak in tongues like all other Christians.
Having established that Acts 2:38-39 is the gospel of salvation and then giving five examples (from memory) upholding this then the "formula" preached by Jesus himself is revealed.

Often people will take specific verses and declare 'look see' here they did not get baptised or here they did not speak in tongues. such an approach is deliberate denial of the integrity of scripture and the gospel message.
For people would rather apply their own denominational doctrines of men upon scripture to validate their refusal to submit to all of scripture.
Take the example of the Philippian jailer -
Acts 16:29 And he called for lights and sprang in, and, trembling for fear, fell down before Paul and Silas, 30 and brought them out and said, Sirs, what must I do to be saved?
31 And they said, Believe on the Lord Jesus, and THOU shalt be saved and thy household. 32 And they spake the word of God to him, with all those in his house.
No water baptism and no Holy Spirit baptism so it is not necessary to be like the first century church > Pentecostal, but rather just believe (whatever that is).
But is this what Luke is really writing to all who will read his book?
Acts 16:32 And they spoke the word of the Lord to him and to all who were in his house. - seems like Acts 2:38-39 and Acts 10 were expounded.

There cannot be multiple choices for the gospel of salvation - there are not many paths to God - there is only one way to enter the kingdom of God/heaven while a disciple is still living on Earth -
Acts 2:38 And Peter said to them, "Repent and be baptized [full immersion], each one of you, in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit.

Acts 2:39 For the promise is for you and for your children, and for all those who are far away, as many as the Lord our God calls to himself."
 
Why pick any of the 29 conversion accounts and claim that for todays doctrines
Because people want to believe in the cessation of the Spirit-filled church and prefer the teachings of the Popes down through the centuries rather than to become true worshippers by the Spirit of Christ -
Even to the point that many Christians deny the truth of scripture:

Mark 16:14 And afterward he was manifested to the eleven themselves as they sat at meat; and he rebuked their unbelief and hardness of heart, because they believed not them that had seen him risen from the dead.
16:15 And he [Jesus] said to them, Go into all the world, and preach the gospel to the whole creation.
16:16 Who hath believed and is baptized shall be saved; but who hath disbelieved shall be condemned.
16:17 And these signs shall follow them that have believed: in my name shall they cast out demons, speak with tongues;
16:18 and in their hands they shall take up serpents, and if they drink aught deadly, it shall in now wise hurt them; they shall lay hands on the sick, and they shall recover.
16:19 So then the Lord Jesus, after he had spoken to them, was taken up into heaven, and sat down at the right hand of God.
16:20 And THEY went forth, and preached everywhere, the Lord working with them, and confirming the word by the signs that followed.

When I was a practicing Roman Catholic I was challenged by these verses and many others pertaining to the giving of the Holy Spirit and water baptism.
After much prayer to Jesus about 'are these scriptures true and is this the way,' Jesus moved mightily in my life and I submitted to the gospel.
I was baptised in water for the forgiveness of my sins, and then I went on to pray for the gift of the Holy Spirit and 30 days later I burst forth speaking in tongues.
I knew that Jesus is God, that Jesus is my Saviour, that God was now abiding in me. I also received a wonderful revelation about the Bible being written by God unto salvation.
Mark 16 is alive and true and valid - healings, miracles, blessings - praying in the Holy Spirit is praying in tongues.

Why would you pick Acts 2 .38 ( Chapter number 2 in a book of 28 chapters) as any plan for salvation for today, is my point. Notice there's no Gentiles until 10 years later ( Acts 11 ,Cornelius) being preached to . Notice Peter is addressing Israel specifically about what they did. Notice they ask ' what must we do " . Unlike the Jailer . He asks what must I do to BE SAVED . Big difference. Then look at Acts 2 .38 . It literally says be baptised then they will recieve the Holy Spirit . This is not how a person recieves the Holy spirit today. Neither is it through the laying on of hands. Acts is a record of transitions.

God has not given to the world 4,000 gospels of choice.

Why not go to a place in scripture where salvation is explained as a settled doctrine? Eph 1.13 , 1 cor 15,1-4 , Rom 10.9 -15 as just a few examples?

Which verse says that in Paul's letters ? It looks like you maybe reading that into pauls letters from Acts .
 
Act 19:1 And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper regions came to Ephesus, and found certain disciples:
Act 19:2 and he said unto them, Whether ye received the Holy Spirit when ye believed? And they said unto him, Nay, we did not so much as hear whether there is a Holy Spirit.
Act 19:3 And he said, Into what then were ye baptized? And they said, Into the baptism of John.
Act 19:4 And Paul said, John baptized a baptism of repentance, saying to the people that they should believe unto him that should come after him, that is, unto Jesus.

Act 19:6 And when Paul had laid hands upon them, the Holy Spirit came on them; and they spake with tongues, and prophesied.
Act 19:7 And they were in all about twelve men.
