The Elect of God phrase, and the scripture that tells us God has written the names of his Elect in The Lambs Book of Life before the foundation, creation, of the world, informs us of this.
That no one comes to redemption unless God calls them, speaks of this as well.
This is what Jesus was referring to when he commanded , love your neighbor as yourself rather than, love everyone no matter what.
Jesus though is the most precise in telling us he did not come to save every person in the world.
