2 Peter is most likely a forgery. Look it up. The near unanimous consenses is that it is an attribution and not authentic to Peter. That said, it is also a slap in the face to Paul under the complement. 2 Peter undercuts Paul's teaching by telling the reader that Paul is too hard for people to understand and that it will lead to their damnation. That the reader is to listent to their elders in the guidence of interpreting Paul. Or, in the words of Tertullian, "Paul is the apostle of the heretics.."-See the heresy of Marcion.

The book of Acts (and also Jesus in John and Mark) teaches us that speaking in tongues is the evidence of the baptism of the Holy Spirit for every disciple who receives the Spirit.
The epistles to the Spirit-filled churches, the ekklesia, the saints, teaches them and us on how to walk in the Spirit and to conduct ourselves in an orderly fashion.
1Corinthians 14 is about the proper and orderly conduct of the body of Christ when holding a worship meeting - rules concerning the proper operation of the three voice gifts of the Holy Spirit.
Pentecostal churches that follow the word of God obediently and also conduct themselves in accordance to Paul's teachings are made up of Spirit-filled disciples who ALL can pray in tongues AND also some
Tongues is NOT a SPECIAL prayer language. Tongues, when no one can understand, is fruitless, even for the one who is talking only to God.
The one who doesn't understand what he is saying is like an UNBELIEVER who does NOT hear God.
20Brethren, be not children in understanding: howbeit in malice be ye children, but in understanding be men. 21In the law it is written, With men of other tongues and other lips will I speak unto this people; and yet for all that will they not hear me, saith the Lord.22Wherefore tongues are for a sign, not to them that believe, but to them that believe not: but prophesying serveth not for them that believe not, but for them which believe.
SPEAKING IN TONGUES IS FOR UNBELIEVERS.
If you don't understand what you are saying, you are like those who do not hear the Lord.
Tongues are a sign to them that don't believe and it caused some to hear and believe, yet some did not.
There are also disciples who pray in tongues at home and can operate the gift of interpretation.
And likewise the same as pertaining to the gifts of prophecy.
But ALL those baptized in water and the Spirit of God can and do pray in tongues at home.
