John 3:1 There was a man of the Pharisees, named Nicodemus, a ruler of the Jews:
John 3:2 The same came to Jesus by night, and said unto him, Rabbi, we know that thou art a teacher come from God: for no man can do these miracles that thou doest, except God be with him.
John 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
John 3:4 Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
John 3:6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.
John 3:7 Marvel not that I said unto thee, Ye must be born again.
John 3:8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.

When is man born again?

according to the Lord a born again man is liken unto the wind.

Nicodemus under stood man was born of woman and is flesh, this is why he made the below statement

John 3:4 Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?

we are flesh and we have been born once of a woman

when do we become spirit ad born again?

In Acts ch 10 There was a man who was devout, clean living, prayed every day, of charitable disposition, he gave to the poor ect. But he was not saved.

But it would seem that his sincerity and clean-ness of life, and his prayers drew the Lords attention.

The Apostle Peter was sent for and Peter came along to visit.

After a little talk, Peter prayed and the Holy Spirit came upon this man. Peter said God is no respector of persons but loves all men equally.

"Seek and you will find, etc says the scripture. Knock and it will be opened.....Nicodemas was changed when he met Jesus. My life also was changed when I met Jesus.

When is man born again?

according to the Lord a born again man is liken unto the wind.

Jesus says it all-to be born again one must be born of or by water even before He refers to the Holy spirit. This is an obvious reference to water baptism. and there is a new creation at the moment when one receives God's Holy Spirit.
Paul said " therefore if any man be in Christ, he is a new creation;old things are passed away;behold all things are become new " 2Cor5:17

A follower of Christ is "born again" at the time of his resurrection from the grave and not before. While we are in this physical life we are in a gestation period - still in the womb. When we are born again (resurrected in Christ), we will be as the wind as Christ described above.

It is incorrect to say that a person is saved now. Salvation only occurs upon resurrection from the grave after we have completed the race (as Paul did). The path we must take to "salvation" is the narrow path but until we go through the gate at the end of the path, we are still on the path "that leads to salvation".

No one is "saved" by merely confessing Christ or being baptized in water. That is merely the start of the salvation process. Salvation into the Kingdom of Heaven is a long and difficult path full of tribulation and sorrows. If we are truly on the right path, we will suffer in this life as a result of our faith. Persecution will arise from within our own family just as the Jews persecuted Christ. The "Jews" of today live in the harlot Christian churches you can see on the street corners in America. It is they who now persecute Christ's chosen who are in the process of "being saved".

after Jesus death and resurrection Paul made this statement

Simple truth, a small child can believe Jesus and is saved.

Born Again

In my understanding we are born again when we receive the baptism of the Holy Ghost, just as they did in the book of acts. Peter had believed in and accepted christ, he ate supper with Christ, he followed christ, he had even walked on water. And Jesus let him know in luke 22 vs.32 he wasn't converted yet even though he believed, followed and accepted Christ. He wasnt converted till after he received the baptism of the Holy Ghost with all the rest of the Apostes in the book of Acts. Thats when they became converted-born of the spirit-born again.

I don't see anything in Luke 22:32 that says or implies that Peter wasn't born again yet. When you read other translations and also look at the context of what Jesus was saying, it is apparent that He is
simply informing Peter that after he does his sin of denying Him, he will repent/come back/return/turn back to Jesus again. Then he is to strengthen his brothers.

Here's the meanings of the word "converted" :

3) to love wisdom and righteousness

So the word, "converted" in this context is not about Peter getting born again, it is about Peter going back to Jesus after he sins so he can continue his work for the Lord.
