Thank you for your response. I believe I understand what you are saying concerning Romans 11:32. However, the 'all' of Romans 11:32, is intended to place both Jew and Gentile on a level playing-field, to show that 'all' have sinned and come should of the glory of God, and thereby showing that all need to come to God for forgiveness by the same way, and that is on the basis of the sacrificial work of Christ on their behalf. All have the potential to receive of God's mercy and grace, but not all will, for not all will seek His forgiveness, and receive the salvation of God by faith in His Beloved Son.

It's best to interpret Romans 11:32 with Romans 11:25-26 which says "THE FULLNESS OF THE GENTILES SHALL COME IN" and "ALL Israel SHALL BE SAVED"
Which is why Jesus said, Behold I make ALL THINGS NEW.
