With any discussion or court case, each side presents their view and evidence. This is no different.

1. The men from Judea state their case.
"And certain men came down from Judea and taught the brethren, “Unless you are circumcised according to the custom of Moses, you cannot be saved.”
They taught they could become Christians but ONLY after submitting to all Jewish rituals, including circumcision.

When in the city of Antioch in Pisidia, Paul preached this message: And by Him [Jesus] everyone who believes is justified from all things from which you could not be justified by the law of Moses (Acts 13:39). These certain men… from Judea would have objected, saying “Jesus saves us, but only after we have done all we can do to keep the Law of Moses.” But Paul taught a man could only be right with God on the basis of what Jesus had done.

Here, Peter clarifies and reminds them of what God has done for everyone. (6-11)

James, brother of Jesus speaks the issue supporting what Peter and Paul had said.(13-21)

A letter of decision is drafted. (23-29) -
Similar to a Mission Statement for a company or a church, "What we believe." statement/document.
In my experience every church should have this as their stance where anyone can take God and see if they are true and good.
