Sanctify ye a fast, call a solemn assembly, gather the elders and all the inhabitants of the land into the house of the LORD your God, and cry unto the LORD,
Alas for the day! for the day of the LORD is at hand, and as a destruction from the Almighty shall it come.
Is not the meat cut off before our eyes, yea, joy and gladness from the house of our God?
The seed is rotten under their clods, the garners are laid desolate, the barns are broken down; for the corn is withered.
How do the beasts groan! the herds of cattle are perplexed, because they have no pasture; yea, the flocks of sheep are made desolate.
O LORD, to thee will I cry: for the fire hath devoured the pastures of the wilderness, and the flame hath burned all the trees of the field.
The beasts of the field cry also unto thee: for the rivers of waters are dried up, and the fire hath devoured the pastures of the wilderness. Joel 1:14-20
This indicates the probability that the crying of animals to the Lord would mean something to Him, and the prophet Joel is expressing to the Lord that the animals also cry out to Him.... is this because the Lord values the welfare of the animals?
And Balaam rose up in the morning, and saddled his donkey, and went with the princes of Moab.
And God's anger was kindled because he went: and the angel of the LORD stood in the way for an adversary against him. Now he was riding upon his donkey, and his two servants were with him.
And the donkey saw the angel of the LORD standing in the way, and his sword drawn in his hand: and the donkey turned aside out of the way, and went into the field: and Balaam smote the donkey, to turn her into the way.
But the angel of the LORD stood in a path of the vineyards, a wall being on this side, and a wall on that side.
And when the donkey saw the angel of the LORD, she thrust herself unto the wall, and crushed Balaam's foot against the wall: and he smote her again.
And the angel of the LORD went further, and stood in a narrow place, where was no way to turn either to the right hand or to the left.
And when the donkey saw the angel of the LORD, she fell down under Balaam: and Balaam's anger was kindled, and he smote the donkey with a staff.
And the LORD opened the mouth of the donkey, and she said unto Balaam, What have I done unto thee, that thou hast smitten me these three times?
And Balaam said unto the donkey, Because thou hast mocked me: I would there were a sword in mine hand, for now would I kill thee.
And the donkey said unto Balaam, Am not I thine donkey, upon which thou hast ridden ever since I was thine unto this day? was I ever wont to do so unto thee?
And he said, Nay.
Then the LORD opened the eyes of Balaam, and he saw the angel of the LORD standing in the way, and his sword drawn in his hand: and he bowed down his head, and fell flat on his face.
And the angel of the LORD said unto him, Wherefore hast thou smitten thine donkey these three times? behold, I went out to withstand thee, because thy way is perverse before me:
And the donkey saw me, and turned from me these three times: unless she had turned from me, surely now also I had slain thee, and saved her alive.
And Balaam said unto the angel of the LORD, I have sinned; for I knew not that thou stoodest in the way against me: now therefore, if it displease thee, I will get me back again. Numbers 22:21-34
Proverbs 12:10....
(ASV) A righteous man regardeth the life of his beast; But the tender mercies of the wicked are cruel.
(BBE) An upright man has thought for the life of his beast, but the hearts of evil-doers are cruel.
(GNB) Good people take care of their animals, but wicked people are cruel to theirs.
(YLT) The righteous knoweth the life of his beast, And the mercies of the wicked are cruel.
Verily, verily, I say unto you, He that entereth not by the door into the sheepfold, but climbeth up some other way, the same is a thief and a robber.
But he that entereth in by the door is the shepherd of the sheep.
To him the porter openeth; and the sheep hear his voice: and he calleth his own sheep by name, and leadeth them out.
And when he putteth forth his own sheep, he goeth before them, and the sheep follow him: for they know his voice.
And a stranger will they not follow, but will flee from him: for they know not the voice of strangers.

There was a division therefore again among the Jews for these sayings.
And many of them said, He hath a devil, and is mad; why hear ye him?
Others said, These are not the words of him that hath a devil. Can a devil open the eyes of the blind?
And it was at Jerusalem the feast of the dedication, and it was winter.
And Jesus walked in the temple in Solomon's porch.
Then came the Jews round about him, and said unto him, How long dost thou make us to doubt? If thou be the Christ, tell us plainly.
Jesus answered them, I told you, and ye believed not: the works that I do in my Father's name, they bear witness of me.
But ye believe not, because ye are not of my sheep, as I said unto you.
My sheep hear my voice, and I know them, and they follow me:
And I give unto them eternal life; and they shall never perish, neither shall any man pluck them out of my hand.
My Father, which gave them me, is greater than all; and no man is able to pluck them out of my Father's hand.
I and my Father are one.
Then the Jews took up stones again to stone him. John 10:1-31
But the Pharisees said, He casteth out devils through the prince of the devils.
And Jesus went about all the cities and villages, teaching in their synagogues, and preaching the gospel of the kingdom, and healing every sickness and every disease among the people.
But when he saw the multitudes, he was moved with compassion on them, because they fainted, and were scattered abroad, as sheep having no shepherd.
Then saith he unto his disciples, The harvest truly is plenteous, but the labourers are few;
Pray ye therefore the Lord of the harvest, that he will send forth labourers into his harvest. Matthew 9:43-38
These twelve Jesus sent forth, and commanded them, saying, Go not into the way of the Gentiles, and into any city of the Samaritans enter ye not:
But go rather to the lost sheep of the house of Israel.
And as ye go, preach, saying, The kingdom of heaven is at hand.
Heal the sick, cleanse the lepers, raise the dead, cast out devils: freely ye have received, freely give. Matthew 10:5-8
Here we see a referrence to saving.. a go-out-of-your-way-for-the-welfare-of-your-animals... to the point of even trying to find the lost ones rather than just accepting that they are lost and not bothering to look for them with effort to save.
Again, the good shepherd giveth his life for the sheep.... we see how much the Lord is caring and compassionate, and it is reasonable to suggest that by referring to animals with a heart of compassion to explain to His hearers who He is, that we to ought care for ours. Here, caring is obviously the opposite of abuse or neglect.
If we look at the references also to tending the flock, and feed my sheep, feed my lambs and others using the idea of shepherds and flocks as being like unto the Church, we see the desire of God for the Body of Christ is to be cared for, not abused..
