1 Col 12:3 vs Phil 2:11

We are told in Phil 2:11 "And that EVERY tongue confess that JESUS IS Lord to the glory of God the Father."

But that in 1 Col 12:3 ........no man can say that JESUS IS THE Lord, but by the Holy Ghost."

So the question becomes does every man have to receive the Holy Ghost in order to confess that Jesus is Lord to the glory of God the Father? as 1 Col 12:3 states,
and unless they receive the Holy Ghost then Phil 2:11 remains unfulfilled?
 
If you read each verse as an element of the whole letter in which it is written, rather than as a separate proposition, you should be able to navigate you way around problems such as this.

What is the whole purpose of the letter? What part does the verse in question play in advancing that purpose?

I don't see it as a problem. The question is meant to invoke a particular thought process.
 
These verses are for everyone ever born; especially the ones who reject God.

Philippians 2:11 - 11 And that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.
Romans 14:11 - For it is written, As I live, saith the Lord, every knee shall bow to me, and every tongue shall confess to God.


This is for Christians
1 Corinthians 12:3 -Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.

Only a Holy Spirit filled Christian will say "I love Jesus". Christians have a personal savior in Jesus,

There is no thought process. Proverbs 3:5- trust in the Lord with all your heart and lean not on your own understanding.

By Faith, we trust and use the word of God in all matters. We trust God as we go about our day. Proverbs 16:9 - In his heart man plan's his course, but the Lord determines his steps.

Sorry @Rockerduck -- I should have been a bit clearer. @Samson2020 said above that he was hoping to provoke a particular thought process. My question was directed to him.
 
Lets just say that in order for God to be glorified by every tongue confessing that Jesus is Lord, the confessors must believe that he is Lord. This implication
then would require that the confessors have obtained faith in order to believe according to the scriptures posted.
