When and what determined marriage to be a matter of civil law? I suggest removing civil government from making any law concerning marriage. Maybe is best left to be determined by church and local customs?

It seems the Federal Government becoming involved in marriage began with the bureau of Internal Revenue! 1913

1900 – All states now grant married women the right to own property in their own name.
1904 – LDS Church President Joseph F. Smith issues the 1904 "Second Manifesto", which stated that the church was no longer sanctioning plural (polygamous) marriages and would excommunicate anyone who participates in future polygamy.[1]
1907 – Under the Expatriation Act of 1907, American women will lose citizenship when they marry a foreign husband.[2]
1913 – The federal government formally recognizes marriage in law for the first time with the passage of the Revenue Act of 1913.
1929 – All states now have laws regarding marriage licenses.
1933 – Married women granted right to citizenship independent of their husbands.
1948 – California Supreme Court overturns interracial marriage ban (Perez v. Sharp).
1965 – The Supreme Court overturns laws prohibiting married couples from using contraception (Griswold v. Connecticut).
 
The SCOTUS ruling allowing gay marriages in America was based in part on the 14th Amendment of the U.S Constitution.

America is a Constitutional Democratic Republic, not. a theocracy.

In my view homosexuals are engaged in a state civil union contract when they get their marriage license.

Whereas as far as Christians should be concerned, that civil law contract is worldly. And is not at all relatable to what God ordains as marriage.

Gays are not married according to the tenets of our faith. I think that is the fact of faith that concerns us.
Because,if we are in this world but are not of this world, the worlds contracts that sustain and enable sin for the worldly are not a threat to the regenerate.
 
One church in next town does same sex weddings but I don't think the ones in my town do.

Ministers should get a backbone and tell same sexers to go get hitched elsewhere but they probably haven't read the Bible.

yes because prior to that.. people were people, not taxable corporations that then are allowed to "merge" when they get married, and exist under one taxable account instead of 2.

One unfortunate consequence is that most states no longer offer civil unions between persons as a result of the 2015 supreme court ruling
 
A damaged and sinful society can "legalize" what God said is sin but I can assure you this.
God has NEVER been at any Satanic union of LGB+ people.
Any "church" that has done that is no church of God.
 
Apostate churches and denominations, (demon-nations) are known by God even before they call evil good and good evil.

Performing marriages for LGBTQ+, allowing them to serve in offices of the church. A Mennonite denomination even made news announcing LGBTQ+ inclusion in their denomination.

The homosexual community is so fallen as to mock and blaspheme openly in churches of their own invention.
