The Age of Accountability

One of the seering questions in Christianity is, What happens to all the aborted babies, born babies and young children that are too young to "Call upon the Lord" to be 'saved'.
The answer then is, once they reach the 'Age of Accountability' then they are responsible.

I'm wondering, where in the Bible does it reference or allude to the 'Age of Accountability'?

Here is one passage about being old enough to choose good or evil, there is another, but I'm having trouble finding it at the moment, I can't remember the exact wording..

Isa 7:14; Therefore the Lord Himself will give you a sign: Behold, the virgin will conceive and give birth to a son, and she will name Him Immanuel.
Isa 7:15; He will eat curds and honey at the time He knows enough to refuse evil and choose good.
Isa 716; For before the boy knows enough to refuse evil and choose good, the land whose two kings you dread will be abandoned.

Are all babies saved? This is also debated.

1Cor 7:14; For the unbelieving husband is sanctified through his wife, and the unbelieving wife is sanctified through her believing husband; for otherwise your children are unclean, but now they are holy.
