To me its the Holy Spirit. Only 3 were there at creation, God the Father, the Son, and the Holy Spirit. I believe there is other scripture that points to this.

It is for sure talking about "Wisdom". There is no doubt all three persons of the Godhead were present during this time. We know that "Jesus Christ" is the power and the wisdom of God.

1Co 1:24 but to those who are called, both Jews and Greeks, Christ the power of God and the wisdom of God.

It seems the Lord God always brings forth "wisdom" first before doing anything.
