"And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:" (Joel 2:28) God seems to be pouring out stuff a lot in the Bible. Why does he use this terminology and what is he pouring out of?

A couple of verses where I believe that it truly signifies the Holy Spirit that is to be poured out. A Living Water that is poured out to those willing to drink!
For I will pour water upon him that is thirsty, and floods upon the dry ground: I will pour my spirit upon thy seed, and my blessing upon thine offspring: Isaiah 44:3
In the last day, that great [day] of the feast, Jesus stood and cried, saying, If any man thirst, let him come unto me, and drink. 38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. 39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet [given]; because that Jesus was not yet glorified.) John 7:37-39
For by one Spirit are we all baptized into one body, whether [we be] Jews or Gentiles, whether [we be] bond or free; and have been all made to drink into one Spirit. 1 Corinthians 12:13

"Pour out" is a commonly used express used in many situations as an expression of giving without restraint. It is likely that it originated from being in the Bible early on.
God "pours out many things: his love, grace, he poured out Jesus Christ at the cross, but mostly I see it in the Bible as God pouring out his spirit! His pouring out comes from his inexhaustible abundance!
