What is an “UNFRUITFUL BELIEVER?
The unfruitful believer is a born again Christian who has received the Holy Ghost, but has not developed in His “Fruit/Character;” also known as the “Fruit of the Spirit.”
Gal 5:22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,
Gal 5:23 Meekness, temperance: against such there is no law.
2Pe 1:8 For if these things be in you, and abound, they make you that you shall neither be barren nor unfruitful in the knowledge of our Lord Jesus Christ.

From G1 (as a negative particle) and G2590; barren (literally or figuratively): - without fruit, unfruitful.
An unfruitful believer does not commit sin, because an unfruitful believer cannot develop sinful fruit; this is why they are “unfruitful/barren." We as believers study that we do not become unfruitful (2Pe.1:5-7).
2Pe 1:8 For if these things be in you, and abound, they make you that you shall neither be barren nor unfruitful in the knowledge of our Lord Jesus Christ.
When a person was in the flesh, they did bring forth sinful fruit (Romans 7:4, 5); but after becoming born again (dying to the old nature by faith), they cannot bring forth sinful fruit. A born again believer can only bring forth Righteous fruit or no fruit at all. The requirement God has given a true believer concerning fruit is; 30%, 60% or 100% fruitfulness. Anything less than this is “unfruitful;” which is also a believer that is "faithless" in the Righteousness of God.
Mat 13:23 But he that received seed into the good ground is he that hears the word, and understands it; which also bears fruit, and brings forth, some an hundredfold, some sixty, some thirty.

Tit 3:14 And let ours also learn to maintain good works for necessary uses, that they “be not unfruitful.”
Mat 13:22 He also that received seed among the thorns is he that hears the word; and the care of this world, and the deceitfulness of riches, choke the word, and he becomes unfruitful.
Luk 8:14 And that which fell among thorns are they, which, when they have heard, go forth, and are choked with cares and riches and pleasures of this life, and bring no fruit to perfection.
Mar 4:19 And the cares of this world, and the deceitfulness of riches, and the lusts of other things entering in, choke the word, and it becomes unfruitful.
