A Sinner is a person who is told to hit a certain mark; if they miss this mark, they are considered to have sinned. This is a sinner.

Perhaps from G1 (as a negative particle) and the base of G3313; properly to miss the mark (and so not share in the prize), that is, (figuratively) to err, especially (morally) to sin: - for your faults, offend, sin, trespass.
Adam violated the commandment of God, one time, when he was "commanded" not to eat of the tree of the knowledge of good and evil (Genesis 2:17). Because of this Adam committed sin and became a sinner. A person in God's eyes is either a sinner or a Righteous man. No man can serve two masters (Matthew 6:24).
Adam sinned and became a sinner because God "imputed" sin unto him. Adam became a servant of sin (John 8:34).
God "imputed" sin unto Israel through the Law of Moses; they became servants of sin. Sin could not be removed from man under the law (Galatians 3:21).
If God does not "impute" sin to a person, that person does not sin, nor is he or she a sinner or servant of sin.
Rom 5:12 Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned:
Because of Adam’s sin, every person born into this world automatically is a sinners, because they are born into the “nature” of sin through Adam’s transgression; though they had not committed a single wrong act (John 3:6; Psalms 51:5).
The difference between a believer in Christ, and a believer under the law, is the believer in Christ is not justified by the law; they are not required to hit any target 100%. Under the Law of Moses, they were required to hit the target 100%. If a man did not hit the mark 100%, they sinned (Galatians 3:10).
Jam 2:10 For whosoever shall keep the whole law, and yet offend in one point, he is guilty of all.
If a believer in Christ is told to keep God’s commandments; the Ten Commandments, (which we are), and do not, is this sin? NO… is this an act of Satan's influence? Yes…
Rom 4:8 Blessed is the man to whom the Lord will not impute sin.
The believer is not required to hit the mark or target perfectly in Christ because of Grace. They must put on Christ’s character bringing forth, 30, 60 or 100%, but God has placed this in the believer discretion of when and if that believer will be obedient to God's commandments by choice.
1Co 6:12 All things are lawful unto me, but all things are not expedient: all things are lawful for me, but I will not be brought under the power of any.
1Co 10:23 All things are lawful for me, but all things are not expedient: all things are lawful for me, but all things edify not.
If all things are lawful for a believer, they cannot sin, because they cannot break the law; all things are lawful for them, but they would be foolish to think and say, I'm good because I believe in Jesus (1John 3:18).
If a believer is disobedient to God’s word, though all things are lawful for them, he or she is a fool to do contrary to God’s word.
Believers are priests; we must respect our position:.
Heb 7:26 For such an high priest became us, who is holy, harmless, undefiled, "separate from sinners," and made higher than the heavens (sinners sin);
The bible teaches us, “when the Comforter (the Holy Ghost) has come, He will reprove the world of sin. The scripture did not say, “reprove believers of sin,” but the world (John 16:8).
People do not put new wine (Holy Ghost) into old bottles (sinners) because the bottles will burst. New Wine is put into new bottles and both are preserved (Luke 5:37,38, 39).
If a believer can sin, they cannot have the Holy Ghost. If a sinner came in contact with the Holy Ghost, they would die (Leviticus 16:1). Aaron's sons died for this reason. This what Luke 5:37-39 is explaining.
