Let's say a secular person, having no preconceived concepts of either Christianity or
Judaism, reads the book of Revelation and finds that verse. How are they supposed
to respond to the invitation? Where would a sincere inquirer go to even find this so
called water of life, let alone imbibe it?

I would offer the "let he who ears to hear come" Would be a good place to begin It is used to introduce a parables.
God giving us ears to hear his interpretation We already know the whole chapter called a book (Revelation) is signified set forth as a parable according to verse 1 chapter 1 the kind of understanding right from the start .
Searching the scriptures. In Deuteronomy we find the doctrine of the work of the Holy Spirit inspired from above coming down like rain causing born again growth .
God using different forms of living water to represent the gospel . In that way the water of the word washing away sin Just as Christ loved the church so us husband also wash our wives with all of the doctrines that fall like rain
