without faith you have what? Only grace
so those who fell from faith have what? Only Grace

why do you think the Holy Spirit speaks here?

Not quite true - many believers lack faith or have yet to devolope their faith

We are born again by incorruptible seed the ever living word of God -the moment we become born agaian God places His spiirit in us. Not many new believers have a strong faith. For faith comes by hearing and hearing the word of God. Romans 10:17

So why then is it hard to understand that when the Holy Spirit is talking about people of faith falling he means believers

Our salvation is a complete package, it is a grace through faith salvation. The faith upon which it rests is the faith of Christ, and not our own: it was formed before the foundation of the world, in Christ, when we were just a twinkle in God's eye; we had no part in it's formulation, and we have no part in its operation. We are indeed His workmanship, and the workmanship of God cannot but be successful, cannot but reach it's desired fulfillment, in Christ Jesus our Lord.

* The work He has begun in us, He will continue to do until the day of Christ.
Praise God!

but by the faith of Jesus Christ,
even we have believed in Jesus Christ,
that we might be justified by the faith of Christ,
