Peter: the rock upon which Christ builds?

The greatest of Rocks throughout the OT when Peter less than a flicker was what? Why would Jesus change this? Could he really change this? Has God ever changed? Has His plan for men ever changed?

"Because I will publish the name of the LORD: ascribe ye greatness unto our God.

He is the Rock, his work is perfect: for all his ways are judgment: a God of truth and without iniquity, just and right is he." Deut 32:3-4

"Of the Rock that begat thee thou art unmindful, and hast forgotten God that formed thee." Deut 32:18

"There is none holy as the LORD: for there is none beside thee: neither is there any rock like our God." I Sam 2:2

"And he said, The LORD is my rock, and my fortress, and my deliverer;

The God of my rock; in him will I trust: he is my shield, and the horn of my salvation, my high tower, and my refuge, my saviour; thou savest me from violence." II Sam 22:2-3

"The God of Israel said, the Rock of Israel spake to me, He that ruleth over men must be just, ruling in the fear of God." II Sam 23:3

"The LORD is my rock, and my fortress, and my deliverer; my God, my strength, in whom I will trust; my buckler, and the horn of my salvation, and my high tower." Psalm 18:2

"For who is God save the LORD? or who is a rock save our God?" Psalm 18:31

"For in the time of trouble he shall hide me in his pavilion: in the secret of his tabernacle shall he hide me; he shall set me up upon a rock." Psalm 27:5

"Unto thee will I cry, O LORD my rock; be not silent to me: lest, if thou be silent to me, I become like them that go down into the pit." Psalm 28:1

"Bow down thine ear to me; deliver me speedily: be thou my strong rock, for an house of defence to save me.

"I will say unto God my rock, Why hast thou forgotten me? why go I mourning because of the oppression of the enemy?" Psalm 42:9

"He only is my rock and my salvation; he is my defence; I shall not be greatly moved." Psalm 62:2

"In God is my salvation and my glory: the rock of my strength, and my refuge, is in God." Psalm 62:7

"And they remembered that God was their rock, and the high God their redeemer." Psalm 78:35

"He shall cry unto me, Thou art my father, my God, and the rock of my salvation." Psalm 89:26

"O come, let us sing unto the LORD: let us make a joyful noise to the ROCK of our salvation." Psalm 95:1

And if it has changed, what was Paul referring to here?

"And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ." I Cor 10:4
 
It's interesting... the question Jesus asks Peter in Matt 16:18; is.. "who do you say I am".
He isn't asking Peter.. "who do you say you are".
Of course Peter answers... "You are the Christ, the Son of God"
things would be quite different if Peter would have answered "I am the Christ, I am the Son of God".
..and yes Peter means rock as well...
But when Jesus stated he was going to build the church upon this rock... was he saying he was going to build the church upon Peter,
or upon Peter's revelation (from the Father) that Jesus was the Messiah and the Son of God?
Jesus didn't ask Peter who are you... he asked Peter who am I.
 
Christ is the Rock on which the 'True Church' is built. Baptised, Born Again, Spirit filled Believers who come to Christ through 'Faith'.

Jesus asked Peter 'who do you say I am'. He knew the answer Peter would give, He had demonstrated this so many times before. God knows what we are going to say before we say it!

We can imagine the group discussion...
When Jesus came to the region of Caesarea Philippi, he asked his disciples, “Who do people say the Son of Man is?”
They replied, “Some say John the Baptist; others say Elijah; and still others, Jeremiah or one of the prophets.”

But then Jesus turned to Peter, putting him on the spot no doubt when He asked him... 'But whom say ye that I am? '
What a reply Peter gave... 'Thou art the Christ, the Son of the living God.'

Jesus therefore, knowing the answer Peter would give, used Peter's 'Faith' to demonstrate the 'Rock solid Faith' we we are to have in our Lord, and on that Faith He will build His True Church.

15 He saith unto them, But whom say ye that I am?
16 And Simon Peter answered and said, Thou art the Christ, the Son of the living God.
17 And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven.
18 And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it.
19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

Matthew 16:15-19 (NIV2011)
15 “But what about you?” he asked. “Who do you say I am?”
16 Simon Peter answered, “You are the Messiah, the Son of the living God.”
17 Jesus replied, “Blessed are you, Simon son of Jonah, for this was not revealed to you by flesh and blood, but by my Father in heaven.
18 And I tell you that you are Peter, and on this rock I will build my church, and the gates of Hades will not overcome it.
19 I will give you the keys of the kingdom of heaven; whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.”
 
Context is everything, and words sometimes fail to convey what is truly meant as they do not carry facial and body movements. While Peter was instrumental in being part of the establishing the New Covenant, his role was entirely supplementary as is the case with other Apostles. If Jesus is to be the Chief Cornerstone, his use of the word 'rock' would have been about him and not someone else. The Roman Catholic Church has insisted throughout its history that Jesus meant Peter, but Jesus was central to the founding of the Church. Peter failing wouldn't stop its progress; Jesus failing would kill the Church before it had even begun.
