Romans 11:11-27
11 I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy.
12 Now if the fall of them be the riches of the world, and the diminishing of them the riches of the Gentiles; how much more their fulness?
13 For I speak to you Gentiles, inasmuch as I am the apostle of the Gentiles, I magnify mine office:
14 If by any means I may provoke to emulation them which are my flesh, and might save some of them.
15 For if the casting away of them be the reconciling of the world, what shall the receiving of them be, but life from the dead?
16 For if the firstfruit be holy, the lump is also holy: and if the root be holy, so are the branches.
17 And if some of the branches be broken off, and thou, being a wild olive tree, wert graffed in among them, and with them partakest of the root and fatness of the olive tree;
The Gentiles are part of the church with the saved Jews.

18 Boast not against the branches. But if thou boast, thou bearest not the root, but the root thee.
19 Thou wilt say then, The branches were broken off, that I might be graffed in.
20 Well; because of unbelief they were broken off, and thou standest by faith. Be not highminded, but fear:
21 For if God spared not the natural branches, take heed lest he also spare not thee.
22 Behold therefore the goodness and severity of God: on them which fell, severity; but toward thee, goodness, if thou continue in his goodness: otherwise thou also shalt be cut off.
23 And they also, if they abide not still in unbelief, shall be graffed in: for God is able to graff them in again.
24 For if thou wert cut out of the olive tree which is wild by nature, and wert graffed contrary to nature into a good olive tree: how much more shall these, which be the natural branches, be graffed into their own olive tree?
25 For I would not, brethren, that ye should be ignorant of this mystery, lest ye should be wise in your own conceits; that blindness in part is happened to Israel, until the fulness of the Gentiles be come in.
26 And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob:
27 For this is my covenant unto them, when I shall take away their sins.

I think you are right, it has always been God's intention to save Israel, but not just yet...

Rom 11:25 For I do not want you, brethren, to be uninformed of this mystery--so that you will not be wise in your own estimation--that a partial hardening has happened to Israel until the fullness of the Gentiles has come in;

Act_13:23 "From the descendants of this man, according to promise, God has brought to Israel a Savior, Jesus,

So, who is the true Israel? The people who hold to the Old Testament traditions and beliefs or the whole nation? It seems like to me that Israel is in many ways just as secular as America is now.

There has always been two groups of people in the world.

Before, Covenant Israel and non-Covenant Gentile.

Today, Covenant Israel and Gentile (Church), and non-Covenant Israel and Gentile.

And one day God will make two into one: Covenant Israel, and Covenant Israel and Gentile (Church).

Two flocks, one fold.

God's people are is not a country but a people the sons of Israel this is whereever they live or what they believe. We as the church will be blessed as well.

The Jews were chosen of God and they were the keepers of the oracles of God, but now we (all the born again ones)are one in Christ :

Rom_10:12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

Gal_3:28 There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus.

Col_3:11 Where there is neither Greek nor Jew, circumcision nor uncircumcision, Barbarian, Scythian, bond nor free: but Christ is all, and in all.

Rom 2:29 No, a man is a Jew if he is one inwardly; and circumcision is circumcision of the heart, by the Spirit, not by the written code. Such a man's praise is not from men, but from God.

Some Christians.. think God wants Jews to stay under the Old Covenant and gentiles to live under the New.. but John 1:13 children born not of natural descent, nor of human decision or a husband's will, but born of God..... does not only apply to Gentiles only but to Jews as well.

Indeed. To see, understand, particpate in, or even perceive the Kingdom of God one must be born again.
