My understanding is that Jerusalem was the main city/capital of Judea/Judah.

Judah was the tribal area given to the descendants of Jacob's son Judah in Israel.
During his reign as king David captured Jerusalem and made it his capital (royal) city.
It was the common thing for the king to reside in Jerusalem, and during Jeroboam's reign, the whole kingdom was split in two; Judah and Israel; so the latter kings of Judah only had a small area to rule over.
