He is speaking of God's grace to deliver them from the curse of the law, the law they were unable to keep for righteousness.
Paul revealed to the Gentiles the grace of God for their salvation and likewise Israel will be saved by God's grace as well.
[Ezekiel 36:24 KJV] "For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land."
[Ezekiel 36:27 KJV] "And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do [them]." *********** God will be gracious to Israel when, by the new covenant, he will cause them to keep the law. God will do for Israel, which Israel couldn't do itself in keeping the law.
[1 Peter 1:13 KJV] "Wherefore gird up the loins of your mind, be sober, and hope to the end for the grace that is to be brought unto you at the revelation of Jesus Christ;"
[Acts 3:19 KJV] "Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord;"
[Hosea 14:2 KJV] "Take with you words, and turn to the LORD: say unto him, Take away all iniquity, and receive [us] graciously: so will we render the calves of our lips." ********** Israel will receive grace at the appearing of Jesus when the sins of the nation Israel will be blotted out.
