I don't know that it's specifically worded that way. But there are times God doesn't listen to some people's prayers.
John 9:31 is probably the closest to this.
Isa 1:15; "So when you spread out your hands in prayer, I will hide My eyes from you; Yes, even though you multiply prayers, I will not listen. Your hands are covered with blood.
Jer 7:16; "As for you, do not pray for this people, and do not lift up cry or prayer for them, and do not intercede with Me; for I do not hear you.
Jer 11:14;"Therefore do not pray for this people, nor lift up a cry or prayer for them; for I will not listen when they call to Me because of their disaster.
