For sure war criminals have the worst punishment of all (including devil) but even in this case it seems as I personally understand that there is more than one level to war criminals.
So some war criminals will lie with the mighty that are fallen of the uncircumcised, and others will lie in a worst level which in this case will be the king of Egypt (pharoa).

Okay I found it, that should say Ezekiel 32:27
In context, the scripture you are quoting does not indicate 'levels of hell'...I`m not aware of anywhere in Scripture that does.
GNB translates Eze 32:26 as "Meshech and Tubal are there, with the graves of their soldiers all around. They are all uncircumcised, all killed in battle. Yet once they terrified the living. [32:27] They were not given honorable burial like the heroes of ancient times, who went fully armed to the world of the dead, their swords placed under their heads and their shields over their bodies. These heroes were once powerful enough to terrify the living.
