It seems the Bible does not give detailed information on the questions you have raised. However, I believe the Scriptures say this:
1 All men die because they sin and the punishment for sin is death. (Romans 6:23 For the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord.)
2. All those who are responsible – in other words all who have had the opportunity to learn about the Lord Jesus – will be judged when He returns to establish His Kingdom (2Corinthians 5:10 “For we must all appear before the judgment seat of Christ; that every one may receive the things done in his body, according to that he hath done, whether it be good or bad.”
3. All who believe in the Lord Jesus Christ, who are baptised and who remain faithful until the end will be granted eternal life. If they have died before His return, He will raise them from the dead and they will live for ever with their Lord. If they are alive when He returns, their mortal bodies will be changed into immortal bodies (1Corinthians 15:51 “Behold, I shew you a mystery; We shall not all sleep, but we shall all be changed, 1Co 15:52 In a moment, in the twinkling of an eye, at the last trump: for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed.
4. All who have rejected the Lord Jesus Christ will be rejected by Him at the judgment and will be condemned to eternal death. They will see the faithful being granted eternal life in the Lord’s Kingdom while they are thrust out and sent to their death to be forever forgotten. (Luke 13:28 “There shall be weeping and gnashing of teeth, when ye shall see Abraham, and Isaac, and Jacob, and all the prophets, in the kingdom of God, and you yourselves thrust out.”)
5. All who are not responsible and have never had a chance to know about the Lord Jesus, it seems, will not be judged (Romans 4:15). If they died before the Lord Jesus returns they will remain dead and not be raised (Psalm 49:19-20). If, however, they are alive when He returns I believe Scripture indicates they will be given the opportunity to live as mortals in His Kingdom while He reigns on earth for 1000 years (Revelation 20:4) and will have the chance to accept Him and then if proved faithful be given eternal life.
So to apply these classifications to your questions, it appears that adults who never knew about the Lord Jesus and also babies would fall into the category of those who, if they died before the Lord’s return, would remain dead for ever and would not be judged. However, babies, and also those adults who didn't have an opportunity to learn about the Lord, who are alive at His return will live as mortals in His Kingdom with the opportunity of accepting Him and living for ever.
A key Scripture is the one you asked about in another post relating to what happens when we die:
Daniel 12:2 "And many of them that sleep in the dust of the earth shall awake, some to everlasting life, and some to shame and everlasting contempt."
I believe it is important to note that the verse says “many of them that sleep ... shall awake”. Daniel doesn’t say “all shall awake”. This means that there must also be many of those who sleep in the dust of the earth who will not awake and therefore will not be judged.
Another verse that supports this is Psalm 49:20 "Man that is in honour, and understandeth not, is like the beasts that perish."
We know that when animals die that is the end of them. They are not raised from the dead and they are not judged. So as the Psalmist says, people who do not have understanding (of God’s truth) are just like animals that die and stay dead for ever.
Other helpful verses are Romans 4:15 "Where no law is, there is no transgression" and John 9:41 "Jesus said unto them, If ye were blind, ye should have no sin: but now ye say, We see; therefore your sin remaineth.’’
I believe it is significant that right in the beginning Adam and Eve were given a straightforward choice. If they obeyed God they would live for ever and if they disobeyed Him they would die. They disobeyed and so they died (although it took almost 1000 years before they did die). Presumably they would have lived for ever in the garden if God had allowed them to. However, God sent them out of it and prevented them from returning, the reason being that they had to be prevented from eating of the tree of life that grew in the garden and that would have kept them from dying.
I think it is important to note that right in the beginning God established the punishment for disobedience. And that punishment was death. He did not tell them that disobedience would lead to a conscious, eternal life tormented in a fire or tormented in some gloomy dark prison for eternity.
And so to me it suggests that when we read about hell in the Bible we should see it as the grave. Permanent death in the grave (ie complete and eternal destruction) without any conscious existence is the hell that awaits all who do not know God or who disobey Him.
And for those who are dead in Christ, there is the wonderful and joyous prospect of being raised from the grave when He returns, and then being given eternal life with Him in His glorious Kingdom.
