I have heard some people use this scripture about God writing His laws on our heart in order to argue that born-again, Spirit filled believers have every single law of God written upon their heart at the very first moment they believed. But i think the bible and experience both testify that this is not the case. We know that even the born again, Spirit filled believer cannot trust always trust their heart and their instincts.. we saw Peter sin. And we know Paul sinned. And we know John sinned. They all testify that they could not trust their own hearts and instincts, even after being born-again. And we do not always know the difference between what our own heart is telling us and what The Holy Spirit is telling us. In fact i would say that a lot of time most Christians say "God told me" they really are saying"my heart told me, but i though it was God telling me". Anyways, the promise remains "I will write my laws on their hearts". So how do we explain this? I would explain it as we experience it - He writes His laws one at a time, as many as we will receive. The process of sanctification = the process of writing the laws, one by one, down on our heart. We do not know and believe in and practice all of God's laws the moment we believe and are saved and filled with The Spirit, but we gradually over time become made holy, precept upon precept, God writes His laws down on our heart, one at a time.
