what does the whit robe signify in verse 14??, is this implying that these people repented during the tribulation and that when they got saved??

The whole of the future 'great tribulation' is based on a silly notion. Specifically a gigantic gap between Dan's week 69 and 70.
Of course people repented at that time. The kingdom has enlarged every day since Pentecost Just as it will continue to expand until the last day. History , and the earth, exist for the kingdom, it is their purpose, as the parables demonstrate. Great tribulation was recompense for great crime. Namely the murder of Christ in the flesh. A crime that cannot be repeated as it had to take place while He walked the earth. No future generation is capable of the regicide and God graciously laid up on them the blood guilt of the prophets and Messiah. Thus wrath came upon them to the uttermost as Paul told us, before it had taken place.
