Ive heard some pple say you dont have to be baptized to be saved. Peter said to be baptized in Jesus name for the remission of sins because thats how we apply the blood that Jesus Christ shed for our sins to our life. Without Jesus name baptizam there is no forgiveness for our sins, without forgiveness of sin we cant make heaven. Thats why Peter said what he did. Baptizam alone wont save us but it is a part of the salvation plan. Its the born of the water part that Jesus was talking about when he was talking about being born again. Thats why Mark 16 vs 16 says he that believeth and is baptized shall be saved.
babtism is just an act that can't it self save anyone.
Peter also said this without mentioning babtism (which shows babtism wasnt the key thing):
Act 10:43
To him give all the prophets witness, that through his name whosoever believeth in him shall receive remission of sins.
some people received Holy spirit before babtism so it clearly wasnt requirement for that:
Act 10:47 Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
Peter gives the reason for babtism in 1Pe 3:21 where he says babtism only figuratively saves us, as it cant truly save us, only faith can. but babtism is for asking good conscience toward God.
1Pe 3:21
The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:
